Restriction: Complete competence assessment for TTMR nurses and midwives

Restriction description

A practitioner with this restriction must have another registered health practitioner assess their competence against standards for practice.

We check the assessment plan and assessor to ensure that the assessment will adequately assess the practitioner’s competence across all practice areas.

We usually apply this restriction when an internationally qualified nurse or midwife already has this registration requirement from an international regulatory body for the health profession. For example. registration through the trans-Tasman mutual recognition (TTMR) pathway.

We monitor compliance by checking that:

  • the practitioner meets all required timeframes
  • an approved assessor assesses the practitioner
  • the assessment adequately assesses the practitioner’s competence across all practice areas
  • the assessor does not have any concerns about the practitioner’s competence.

Full text of restriction

  1. The practitioner must complete an approved assessment of their competency against the Registered nurse standards for practice (competence assessment) with an approved assessor.
  2. Within 14 days of commencing employment, the practitioner must nominate:
    1. a suitably qualified registered nurse or midwife to conduct the competence assessment (approved assessor), and
    2. a competence assessment plan addressing the Registered nurse standards for practice (the plan). 
  3. The plan must include:
    1. how the assessment will be conducted
    2. the activities to be undertaken to meet each domain, and
    3. an assessment duration of a minimum of two weeks full-time equivalent (FTE).
  4. Within 14 days of commencing employment as a registered #nurse/midwife# or as otherwise advised, the practitioner must provide acknowledgement that: 
    1. they have read and understood the requirements of this condition, and 
    2. they are aware that reports may be requested from the approved assessor.
  5. The practitioner must complete the competence assessment and provide evidence of successful completion of the competence assessment within #timeframe# of commencement of employment, or within #timeframe# of approval of the plan (whichever is later).

'Competence assessment' is defined as an assessment of competence against the Registered nurse standards for practice undertaken by another approved registered nurse or midwife.
